POSITION OVERVIEW
STi is seeking a Project Manager / Engineering Technician VI tosupport MARMC Code 271 Submarine Peculiar Special & Support Equipment(PSSE) support, PSSE program management, non-ordnance handling, and VirginiaClass Weapons Cradle Warehouse support.
This role serves asthe senior technical/program support lead for PSSE Program Engineering Servicessupporting Commander, Naval Submarine Force Atlantic, Submarine Squadron Sixand Eight, and Naval Submarine Support Facility New London. The ideal candidatebrings deep hands-on submarine PSSE experience, strong mechanical equipmentproject leadership, and the ability to coordinate across TYCOM, ISEA, fleet,squadron, shipyard, maintenance, logistics, and waterfront stakeholders.
This position isespecially suited for a senior Navy maintenance, submarine support equipment,weapons handling support, shipyard, or PSSE professional with experiencekeeping mission-critical support equipment operational, certified, documented,and ready for fleet use.
PRIMARY DUTIES AND RESPONSIBILITIES
Responsibilitiesinclude:
• Serve as thesenior Project Manager / Engineering Technician VI supporting PSSE programmanagement, engineering services, maintenance coordination, certificationsupport, logistics support, and readiness reporting.
• Support TYCOM onPSSE-related issues, including maintainability, availability, logisticssupport, life-cycle cost, repair capability, and fleet readiness concerns.
• Collect PSSEcondition reports from user activities and prepare recurring PSSE statusreports for Government stakeholders.
• Coordinate,schedule, and conduct PSSE site assessment visits to evaluate in-fleet PSSEcondition, assist users and maintainers, and identify issues requiringGovernment or ISEA attention.
• Maintain masterschedules of fleet PSSE needs, including naval shipyard support requirements.
• Maintain andmanage applicable technical manuals, drawings, load test drawings, PlannedMaintenance System documentation, loading and handling procedures, standards,TYCOM directives, and PSSE inventory/condition history.
• Coordinate withPSSE ISEA, PSSE users, maintenance activities, submarine squadrons, fleetpersonnel, Regional Maintenance Centers, and other Navy organizations toresolve technical, maintenance, logistics, and readiness issues.
• Provide on-call,non-routine PSSE problem resolution when downed equipment or urgent fleetsupport issues affect ship schedules or readiness.
• Supportmaintenance, certification, and QA program activities to keep PSSE equipment ina fully operational and certified condition.
• Attend logisticssupport reviews and provide input on provisioning, maintenance philosophies,logistics support, and engineering change impacts.
• Conduct recurringPSSE program updates with Government SMEs, TYCOM, and submarine squadronstakeholders.
• Support materialand tooling requirements needed to restore PSSE to certifiable and usablecondition using MRCs, technical manuals, drawings, and approved procedures.
• Support blocking,bracing, stenciling, storage, shipping, receiving, truck inspections, andnon-ordnance handling material requirements.
• Monitor shopconsumables and coordinate supply needs using Government-designated inventoryprocesses.
• Ensure work isperformed safely in shipboard, waterfront, industrial, maintenance, andconfined-space environments in accordance with customer, OSHA, and localactivity requirements.
MINIMUM QUALIFICATIONS
U.S. Citizenshiprequired. Active Secret clearance required.
• Minimum 10 yearsof full-time experience leading technical projects involving mechanicalequipment.
• Minimum 8 years offull-time hands-on technical experience within the last 10 years in theoperation, maintenance, installation, test, and/or repair of PSSE incorporatedin Submarine PSSE Non-Ordnance Handling systems.
• Hands-onexperience working directly with mechanical support equipment, maintenanceprocedures, technical manuals, drawings, PMS, MRCs, certification processes, orsimilar Navy maintenance documentation.
• Ability tocoordinate technical, maintenance, logistics, readiness, and program statusissues across Government, fleet, shipyard, squadron, maintenance, andcontractor stakeholders.
• Strong written andverbal communication skills, including ability to prepare reports, statusupdates, recommendations, and technical coordination materials for Governmentreview.
• Ability to workaboard U.S. Navy ships and in waterfront, shipyard, industrial, and maintenanceenvironments.
• Ability to walk,climb ladders/stairs, carry tools/materials, navigate confined or crowdedshipboard spaces, and work in varying environmental conditions.
• Ability to obtainand maintain required local activity training, OSHA/safety training, CPRcertification, PPE compliance, and customer-required onboarding credentials.
• Ability to travelbetween work sites as required.
PREFERRED QUALIFICATIONS
• Prior MARMC, RMC,TYCOM, submarine squadron, NSSF New London, COMSUBLANT, ISEA, NAVSEA, or Navyshipyard support experience.
• Direct experiencesupporting submarine PSSE, non-ordnance handling systems, VLS/VPT supportequipment, missile tube loading/handling maintenance platforms, ballast cans,AUR/AURB/AURVS/AURES, TMDs, torpedo shapes, weapon cradles, munitions trailers,or related support equipment.
• Experiencemaintaining PSSE inventory, condition status, certification records, life-cyclecost inputs, or fleet readiness reporting.
• Experiencecoordinating site assessments, maintenance capability reviews, logisticssupport reviews, or engineering change impact assessments.
• Experiencesupporting Navy QA, certification, maintenance planning, PMS compliance, loadtest documentation, or controlled technical documentation.
• Familiarity withblocking/bracing, stenciling, shipping/receiving evolutions, truck inspections,storage requirements, or waterfront handling support.
• Prior leadershipof multi-site technical teams supporting Navy maintenance, shipboard equipment,or submarine readiness programs.
WORK ENVIRONMENT
• Primary place ofperformance is MARMC / Naval Station Norfolk, Norfolk, VA.
• Work may occuraboard U.S. Navy ships in port or underway, in Navy public or commercialshipyards, at U.S. Naval facilities, at contractor sites, and during approvedCONUS/OCONUS travel.
• Work requires useof required PPE and compliance with shipboard, industrial, OSHA, and localsafety requirements.
• Some work mayrequire confined-space, aloft, waterfront, shipboard, or industrial maintenanceenvironment access.
