Position Overview

The Fleet ResourceManagement Coordinator plays a vital role in supporting the Operational Test and Evaluation Force (OPTEVFOR) by effectively coordinating U.S. Navy Fleet resources for developmental and operational testing. This essential position aids Navy and multi-service acquisition programs by managing Fleet scheduling requirements and serving as the primary liaison between test directors, program offices, and Fleet scheduling authorities. Your expertise will contribute significantly to the testing of Navy capabilities.

Key Responsibilities

  • Manage and oversee the scheduling of U.S. Navy Fleet assets (ships, submarines, and aircraft) to support both developmental testing (DT) and operational testing (OT) events within the Atlantic Fleet Area of Responsibility (AOR).
  • Provide analytical and technical support to OPTEVFOR Operational Test Directors (OTDs), Operational Test Coordinators (OTCs), and relevant program offices.
  • Evaluate and validate Fleet service requests for clarity and feasibility, ensuring completeness for both routine and emergent needs.
  • Draft and process Request for Services (RFS) messages and manage Fleet support requests through iTEST and other approved systems.
  • Collaborate with U.S. Fleet Forces Command (USFF), CTF-80, and other scheduling organizations to allocate Fleet resources effectively for T&E events.
  • Advocate for collaborative testing opportunities to enhance Fleet resource efficiency.
  • Maintain comprehensive records of Fleet support requests, success rates, cancellations, and statuses.
  • Prepare and present briefings on Fleet resource usage, trends, and challenges to OPTEVFOR leadership and senior Navy stakeholders, including executive-level audiences.
  • Support OPTEVFOR test planning and execution activities when needed.
  • Deliver Fleet resource scheduling briefings during OPTEVFOR Operational Test Director (OTD) Basic Courses as directed.

Required Qualifications

  • At least 2 years of experience in scheduling Fleet resources for military operations, training, or testing.
  • Proven experience in delivering written and oral presentations to senior military and civilian officials.
  • Strong understanding of:
  • Combined Fleet Forces Command (CFFC) OPORDER 2000
  • COMPACFLT OPORDER 201
  • SECNAV 5000-series instructions and the Navy acquisition process related to Test and Evaluation (T&E)
  • Operational test and evaluation policies and procedures across the Navy.
  • Familiarity with Navy training and testing ranges on both coasts supporting DT and OT.
  • Insight into the DoD systems acquisition process and relevant Navy T&E organizations.
  • A comprehensive understanding of U.S. Navy ship, submarine, and aircraft capabilities, command structures, and mission roles to align Fleet assets with trial requirements.
  • Ability to assess priorities within test programs and recognize the operational impacts of delayed or unfilled Fleet support.

Preferred Qualifications

  • Experience supporting OPTEVFOR, OPNAV, Fleet Forces Command, or related Navy T&E organizations.
  • Proficiency in coordinating Fleet resources across multiple concurrent test programs.
  • Familiarity with iTEST or similar Fleet scheduling and T&E tracking systems.
  • History of fostering collaborative test events to improve Fleet resource utilization.

Clearance Requirements

  • U.S. Citizenship required
  • Ability to obtain and maintain a Secret clearance (Active clearance preferred)
