Note: Incumbent may progress non-competitively to an Equal Employment Opportunity Specialist position NF-04 SC 4B upon the completion of qualification requirements training. Training period expected to be approximately one year incumbent may not advance to higher EEO Specialist grade level with less than 6 months experience in current position.

Level NF4A: Job Summary: The position is located in NEXCOM Equal Employment Opportunity Office and serves as an Equal Employment Opportunity Specialist on the Equal Employment Opportunity EEO staff. The Equal Employment Opportunity Specialist serves as a first level development position that includes guidance and instruction in EEO to prepare the incumbent to progress non-competitively to an Equal Employment Opportunity Specialist position assigned to a higher Salary Code pay level. The incumbent will assists higher level EEO Specialists with executing NEXCOM Enterprise-wide EEO programs and assist with technical support within the EEO Department as required.

Level NF4B: Job Summary: The position is located in NEXCOM Equal Employment Opportunity Office and serves as an Equal Employment Opportunity Specialist on the Equal Employment Opportunity EEO staff. The Equal Employment Opportunity Specialist is delegated the responsibility for performing activity EEO program development administrative evaluations and or advisory functions.

Duties and Responsibilities for NF4A duties may vary at higher competency level for NF4B:

  • Assists with administering and processing EEO complaints provides informal counseling assists with preparing and performing investigations for the NEXCOM Enterprise under general oversight of EEO Specialist.
  • Monitors complaints to ensure compliance with federal complaint process requirements and notifies EEO Specialist of complaints requiring immediate attention to ensure effective and efficient processing.
  • Assist with establishing facts analysis and evaluation of complaints. May assist with mediations and negotiation informal negotiations with management officials complainants DoD Investigators and attorneys as necessary.
  • Markets and promotes Alternative Dispute Resolution ADR and mediation to complainants. Serves as ADR Convener Advocate to ensure an effective and efficient ADR process uses negotiation and conflict resolution skills to market the program.
  • Works closely with management associates subject-matter experts Complainants Representative and DoD Investigators to successfully schedule ADR.
  • Provides primary support to ADR Program Manager by inputting data into DON ADR Tracker System in order to generate mediation documents.
  • Monitors complaints to ensure compliance with federal complaint process requirements and notifies EEO Specialist of complaints requiring immediate attention to ensure effective and efficient processing.
  • Utilizes a variety of data EEO databases ADR Tracker iComplaints IRCMS FedSep etc. and spreadsheets to track EEO Complaint Processes.
  • Reviews drafted settlement agreements for Compliance.
  • Assist EEO Specialist with compiling monthly quarterly and annual reports of EEO Informal and Formal complaints with NEXCOM Headquarters and Field activities to provide accurate tracking of complaints activity.
  • Consults with line officials to develop resolutions for discrimination complaints and prepares draft recommendations of acceptance dismissal of EEO complaints to EEO Complaints Manager.
  • Serves as part of NEXCOM Barrier Analysis team compiling reports and analyzing statistical data to evaluate effectiveness of program for Workforce Diversity and measurable representation. Determines trends and identifies problem areas of recruitment. Monitors and compiles statistical data for Six Steps to Diversity Affirmative Employment Program AEP from field activities submission to headquarters major claimant.
  • Assist EEO Specialists with conducting EEO training for RA ADR POSH etc. Navy Exchange System associates as requested. May provide input for Diversity and other EEO programs as applicable.
  • After certification by DON s Center of Excellence may on occasion conduct mediations. Evaluates ADR surveys to ensure effective and efficient process. Performs other related duties as assigned.


Requires to a total of 5 years in any combination listed below for NF4A level:

GENERAL EXPERIENCE: Three years of experience in administrative investigative technical or other responsible work that demonstrated possession of the following skill in written and oral expression skill in investigating and analyzing problems skill to read understand interpret and explain technical material such as written regulations laws or court decisions skill in working effectively with others regardless of their socioeconomic background.

OR SUBSTITUTION OF EDUCATION FOR EXPERIENCE 1 year of academic study above the high school level may be substituted for 9 months of experience up to a maximum of a 4 year bachelor s degree for 3 years of general experience.

AND SPECIALIZED EXPERIENCE Two years of progressively responsible experience including work of an analytical interpretative and judgmental nature. The experience must have demonstrated possession of knowledge of the principles practice laws regulations and methods of Federal EEO knowledge of personnel policies and practices skill in analyzing organizational policies and practices to identify barriers to EEO and to propose solutions to EEO problems and knowledge of the particular employment problems faced by women and minorities veterans the disabled workers over 40 years of age or other relevant classes of persons.

Requires a total 6 years of experience in any combination list above NF4B level.

and SPECIALIZED EXPERIENCE: Three years of progressively responsible experience including work of an analytical, interpretative and judgmental nature. The experience must have demonstrated possession of: knowledge of the principles, practice, laws, regulations and methods of Federal EEO; knowledge of personnel policies and practices; ability to analyze organizational policies and practices to identify EEO barriers and recommend solutions, along with knowledge of specific employment challenges faced.
