NSC Staffing is seeking an experienced Branch/Regional Quality Assurance Manager to oversee quality performance, compliance, and process control within our marine and industrial operations in [Enter Location]. This role is essential for ensuring first-time quality, adherence to technical standards, and alignment with government specifications. The position reports directly to the Corporate Quality Manager.

Position Overview
As the Branch/Regional Quality Assurance Manager, you will manage all aspects of the local Quality Management System while supervising QA and NDT technicians. You will work closely with Production, Project Management, Customer Representatives, Surveyors, and other key stakeholders to ensure compliance with NAVSEA, ISO, regulatory, and customer requirements. This role includes oversight of audits, inspections, test plans, and corrective action processes while ensuring all work meets documented specifications.

Key Responsibilities
Quality Oversight & Compliance

  • Manage and maintain the branch Quality Management System (QMS).
  • Ensure Production and QA personnel follow standards, drawings, and specifications.
  • Oversee Quality Plans, Test and Inspection Plans (TIPs), Process Control Procedures (PCPs), and inspection reports.
  • Call out and manage Government Checkpoints.
  • Verify and document work in accordance with codes, NAVSEA requirements, technical drawings, and industry standards.


Leadership & Team Coordination
  • Supervise local Quality Assurance Technicians and NDT Technicians.
  • Assign personnel and lead internal audits and quality surveillances.
  • Provide technical guidance to production teams, stakeholders, and customers.
Audits, Reporting & Documentation
  • Schedule, perform, and report on quality surveillances of in?process work.
  • Review quality discrepancies, analyze data trends, and report findings to the Corporate Quality Manager.
  • Manage the Branch Corrective Action Program, recommending process improvements.
  • Oversee subcontracted inspection personnel when needed and verify technical accuracy of their work.
Cross?Functional Collaboration
  • Interface regularly with Planners, Estimators, Project Managers, Production Teams, ABS Surveyors, and customer representatives.
  • Attend customer meetings and participate in special projects which may require travel.
  • Stay current with ISO 9001:2015, NAVSEA Standard Items, and General Technical Requirements (GTRs).


Qualifications & Experience
Required:
  • High School Diploma or GED minimum.
  • Minimum 5 years of experience aboard Naval or MSC vessels.
  • Ability to read and interpret drawings, blueprints, and technical specifications.
  • Proficiency in Microsoft Office Suite and Adobe Acrobat.
  • Ability to obtain:
    • DBIDS access (USN/DoD facilities)
    • TWIC card
  • Ability to pass a background check.
  • Ability to lift 30 lbs and work in industrial environments.

Preferred / Plus:
  • Lean or Six Sigma Certification.
  • Familiarity with welding processes and NDT procedures.
  • Quality Assurance experience in a shipyard or marine industrial setting.


Working Conditions
  • Shipyard/industrial environments: noise, heat/cold, confined spaces.
  • May require climbing ladders, scaffolding, and working aloft or over the side.
  • Some office-based tasks.
  • May require wearing a respirator.
  • Regular visits to vessels and offshore/onshore rigs.
  • Standing, bending, crouching, and navigating uneven surfaces for extended periods.
  • Travel up to 25% required.
