DEFINITION

The Senior Coordinator of State Mandated Assessment Programs is responsible for the coordination, oversight, and implementation of federal, state, and other mandated assessment programs. This includes test administration management, communication with stakeholders, and ensuring compliance with all related procedures and policies. The Senior Coordinator of State Mandated Assessment Programs also assists in the analysis and reporting of assessment results, supports schools in data interpretation, and prepares reports and presentations as requested.

SUPERVISION

Work is performed under the supervision of the Senior Director of Assessment, Research, and Accountability. Performance is evaluated based on efficiency, effectiveness, and compliance with federal, state, and division requirements and timelines. In addition, the ability to ensure outcomes related to graduation, accountability, and accreditation are not impacted by local assessment procedures. The Senior Coordinator of State Mandated Assessment Programs provides direct oversight of the Assessment Coordinator and Teacher Specialist.

DISTINGUISHING CHARACTERISTICS

The Senior Coordinator of State Mandated Assessments ensures that all mandated assessments are administered in accordance with guidelines from the U.S. Department of Education, the Virginia Department of Education, and Norfolk Public Schools. This position is distinguished by the need to manage complex regulations, policies, and procedures from multiple levels of oversight while maintaining both the integrity of student testing and the accuracy of assessment outcomes.

ESSENTIAL FUNCTIONS OF THE CLASS (May not include all duties performed.)

Plans, implements, and monitors state-mandated assessment programs according to state and division criteria to include the Virgina Growth Assessments (VGA), Standards of Learning Tests (SOL), Virginia Alternate Assessment Program (VAAP), Access for ELLs, and the National Assessment of Educational Progress (NAEP) considering all current regulations.

Collaborates with other departments to ensure compliance with federal, state, and division requirements for students with disabilities (IEP or 504) and English learners.

Partners with school counselors to ensure students have access to all required testing opportunities required for graduation.

Ensures compliance with Virginia Department of Education requirements related to test security while ensuring equitable testing opportunities for all students.

Designs, delivers, and regularly update professional training, guidance materials, and resources that support schools before, during, and after testing, with a focus on efficiency, security, and accuracy.

Provides support and additional training for new school test coordinators as needed.

Serves as liaison between the division and the Virginia Department of Education to obtain and provide required test-related information.

Oversees the collection, organization, and maintenance of historical assessment data.

Assists with the analysis and reporting of assessment results at the division and school levels.

Responsible for appropriately addressing irregularities, breaches of security, or emergencies during testing windows.

Performs other duties as assigned.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES

In-depth knowledge of Virginia's assessment systems, guidelines, and student participation requirements including all student groups.

Strong understanding of how assessment outcomes impact instruction, school improvement, and graduation requirements.

Ability to interpret, organize, and report complex data in ways that inform decision-making.

Strong interpersonal, organizational, and time management skills.

Ability to manage multiple complex projects and coordinate efforts across stakeholders.

Proficiency with technology tools such as Microsoft Excel, Power BI, and AI platforms (e.g., ChatGPT) for analysis, visualization, and reporting of assessment data.

Familiarity with student privacy laws (e.g., FERPA) as they relate to assessments.

MINIMUM EDUCATION, TRAINING AND EXPERIENCE REQUIREMENTS

Master's degree in education, preferably with K-12 supervision. Minimum of 3 years of experience as a teacher, administrator, and/or school test coordinator in a public school system.

Demonstrated experience leading others and working collaboratively on school improvement initiatives. Familiarity with student information systems and educational data visualization platforms.

LICENSE/CERTIFICATION

Postgraduate Professional License with an endorsement in administration and supervision K-12 preferred.

PHYSICAL ATTRIBUTES

Primarily office-based with occasional travel to schools and external meetings. Extended hours may be required during testing windows and deadlines. Ability to sit for extended periods and occasionally lift up to 20 pounds.

Work involves exposure to normal, everyday risks in an office environment.

UNUSUAL DEMANDS

Work is performed in an office and is subject to continuing stress, constant deadlines, and frequent interruptions and may require attendance at evening and weekend meetings and events.
